Policy Summary: 

The Pharmacist Regulations (Conditions for Manufacturing, Importing and Marketing of Electronic Cigarettes, Cartridge and Fillers) 1972-2019 prohibits the manufacture, importation and sale of e-cigarettes with nicotine concentration exceeding 20mg/mL. It also requires e-liquid cartridges to possess a child safety mechanism.

The Prohibition of Advertising and Restriction of Marketing of Tobacco and Smoking Products Law was approved in the Israeli parliament on 31 December 2018 and signed into law on 8 January, 2019. This law prohibits the sale of e-cigarettes to minors under 18 years, as well as use in public spaces where smoking is banned. E-cigarette advertising, promotion, and sponsorship is also prohibited. The display of all tobacco products, including e-cigarettes and heated tobacco products are prohibited from displays at the point of sale. Tobacco and alcohol stores have no such obligations to conceal tobacco products if the products are not visible from outside the store.

The law on Prohibition of Advertising and Restriction of Marketing of Tobacco and Smoking Products includes e-cigarettes under the definition for smoking products, and therefore prohibits sale of e-cigarettes to minors under 18 years, as well as use in public places where smoking is banned. Provisions banning the use of figures, plants or fruits on packaging are effective as of June 2019. E-cigarette advertising, promotion and sponsorship is prohibited.

As of 8 January, 2020, all e-cigarettes and heated tobacco products are required to be displayed in plain packaging (Pantone 448C) and have warning labels that cover 30% of the packaging area.
