Policy Summary:

Ministry of Health issued a circular (not available online) indicating that the sale and importation of e-cigarettes and related devices are banned.* However, other legislation seem inconsistent with this statement. One law states that e-cigarettes (with or without nicotine*) are classified as tobacco products. Another law bans the sale of tobacco products to minors (under 19 years), advertising, promotion and sponsorship, and the use of tobacco products in public spaces/transport. A notice makes mention of e-cigarettes as part of the customs tariff schedule.
